FOR THE PURPOSE OF REVIEWING ITEMS ON THE JANUARY 21, 2002 AGENDA
WITH THE CITY COUNCIL.
THE
WORKSHOP SESSION ADJOURNED AT 7:10 P.M. EXECUTIVE SESSION - PERSONNEL,
SECTION 2(c)(1), OF PUBLIC ACT 88-261
It
was moved by Alderman Marchese and seconded by Alderman Durkin to
adjourn into Executive Session for the purpose of discussing Personnel,
Section 2(c)(1), of Public Act 88-261, with no action to be taken.

DARIEN JANUARY 21, 2002

CALL TO ORDER
The regular meeting of the City Council of the City of Darien was
called to order at 7:35 P.M. by Mayor Carmen D. Soldato.
2.
PLEDGE OF ALLEGIANCE
Mayor Soldato led the Council and audience in the Pledge of Allegiance.3.

It was moved by Alderman Hagen and seconded by Alderman Tikalsky
to approve the Minutes of the Regular Meeting of January 7, 2002
as presented.

TEAM AS THE I.H.S.A. CLASS 8A STATE CHAMPIONS
It was moved by Alderman Marchese and seconded by Alderman Weaver
to approve
RESOLUTION NO. R-01-02 A RESOLUTION RECOGNIZING DOWNERS GROVE SOUTH
HIGH SCHOOL FOOTBALL TEAM AS THE I.H.S.A. CLASS 8A STATE CHAMPIONS
as presented.
Alderman Durkin congratulated Coach Belskis on the great accomplishment.
Mayor Soldato presented Coach Belskis and Team Captains Joe Horeni
& Paul Niznik with the Resolution and Team Member Certificates
of Recognition. Coach Belskis thanked Mayor Soldato, Council and
all Darien residents for the recognition.

2002 CITIZEN OF THE YEAR NOMINATION
Mayor Soldato thanked the Citizen of the Year Committee for their
efforts. The Committee consisted of Chairman Debby Heniff, Kathy
Abbate, Kathy Lyons, Fran Mazzolini, Jean Morley, Nadine Mrazek
and liaison Alderman Weaver. He turned the meeting over to Alderman
Weaver, who presented the Committee's nomination for the 2002 Citizen
of the Year.
Alderman Weaver read the Citizen of the Year Committee nomination
letter that acknowledged Krishan Sant as their choice for the 2002
Citizen of the Year. It stated that "Kris...lived in Darien
since April, 1969...is a charter member of the Darien Lions Club...served
as its President in 1973...was awarded the 100% President's Award
in 1974, was Lion of the Year in 1975 to 1976, a Melvin Jones Fellow
1997 to 1998 and will be the "Special Needs" Chairman
for the year 2002...donates funds...which provides annual scholarships
to deserving immigrant students.
...Kris founded the West Suburban India Society. Its purpose is
to bring together Indians and Pakistanis...is a member at large
of Asian American coalition...to keep Asian communities together
so that they can work in harmony and help each other...He is a board
member of the Alliance of Midwest Indians Association.
...Kris has taken several trips to India...to provide free services
to poor people who need cataract surgery. 287 people received this
free service in 1999, 316 people in 2000 and 264 people in 2001.
...Kris helped start the Darien Blood Assurance program. In 1976
he was the Treasurer of the Darien Bicentennial Commission. Kris
served as the President of International management Council (part
of the YMCA) in 1973...was awarded an Outstanding New Citizen of
the Year by the Citizenship Council of Metropolitan Chicago...received
a good Citizenship Award from General Motors Corporation for his
civic and charitable contributions to communities...was presented
with a Superior Achievement for Outstanding programming to develop
Business and Community Leaders. He is also a member of the Presenter's
Bureau for the Council for a parliament of the World's Religions.
...As a retired employee of Electro-Motive, Kris serves as Treasurer
and Membership chairman of Golden GM's...Kris' wife, Krishna, became
legally blind several years ago. Kris is now very involved in the
DuPage County Center for Independent Living in Wheaton which specializes
in resident housing and support for the visually impaired...furnishes
transportation for...handicapped persons to attend support meeting...County
Board Chairman, Robert Schillerstrom appointed Kris to serve as
a board member on the DuPage County Investment Board...oversees
the operation of IETC (Illinois Employment Training Center) and
works with several State agencies to assist unemployed persons...currently
serving as a member of the Service Delivery System (SDS) Committee
of this board...He devotes his energies to make Darien and communities
throughout the world better places to live by encouraging the civic
minded persons to work hard and to help others by providing LOVE,
TOLERANCE and UNDERSTANDING."
It was motioned by Alderman Weaver and seconded by Alderman Durkin
to accept the Citizen of the Year Committee's nomination of Krishan
Sant as Darien's 2002 Citizen of the Year.

MOTION DULY CARRIED
Alderman
Weaver announced that a Cake and Coffee Reception for Krishan Sant
would be held on March 4th at the City Council Meeting. She noted
that the 2002 Citizen of the Year Dinner-Dance would be held on
Saturday, March 9th, at Ripples; tickets would be $25.00 each and
would be available at City Hall after February 4th.

CITY CLERK'S REPORT
Clerk Coleman...
...reported that applications for Absentee Ballots were available
at City Hall for the March 19th Primary election.
...stated that the Zoning Board of Appeals meeting scheduled for
Tuesday, January 22nd, had been cancelled due to lack of agenda
items.

CITY ADMINISTRATOR'S REPORT
No report.
10.
DEPARTMENT HEAD REPORT
Asst. Director of Public Works Robert Rodgers...
...stated that "this has been a beautiful winter". He
reported that the Water Department had twenty-two watermain breaks,
some were repair or replacement. He noted that the Wells were being
worked on: Well #4, # 10 and #11 were capped, #5 was repaired, #7
was awaiting parts, and #2 needed repair.
...said that on Wednesday, January 23rd, divers would be inspecting
and cleaning the water towers.
...commented about that the first snow fall went smoothly.
Alderman Weaver inquired if the number of watermain breaks was high;
Asst. Director Rodgers responded that the system was getting older
and that Lake Michigan water was colder, both of which created more
stress on the lines.
Alderman Durkin asked if the listening device equipment was helpful;
Asst. Director Rodgers said that it paid for itself several times.
Mayor Soldato announced that the City was fortunate to have many
long-term employees. He congratulated Rob Rodgers on his thirtieth
anniversary of continuous service with the City. He invited everyone
to participate in celebrating the occasion by having cake and coffee
after the Council meeting.
Asst. Director Mengarelli said that he worked with Rob Rodgers for
the last thirty years and that it was a privilege to know him. He
displayed pictures and reminisced about the past.

TREASURER'S REPORT

WARRANT NUMBER 01-02-18
It was moved by Alderman Hagen and seconded by Alderman Tikalsky
to approve payment of Warrant Number 01-02-18 in the amount of $150,563.36
from the General Fund; $10,272.35 from the Darien Area Dispatch
Fund; $2,957.58 Motor Fuel Tax Fund; $7,033.57 from the Special
Service Tax Fund; $138,363.90 from the Water Operations Fund; $169,863.84
from the General Fund Payroll for the period ending 01/10/02; $15,475.95
from the Water Fund Payroll for the period ending 01/10/02; $24,842.98
from the D.A.D.C. Fund Payroll for the period ending 01/10/02; for
a total to be approved of $519,373.53.

QUESTIONS, COMMENTS AND ANNOUNCEMENTS - GENERAL
Alderman Biehl asked Alderman Weaver about her comment in a local
newspaper.
Alderman Weaver inquired if the Council was still agreeable with
the current method of reimbursement of expenses to Debby Heniff
for the Citizen of the Year dinner-dance. They were.
Mayor Soldato noted that he participated in the recent "Darien
Unites" forum. He said that the committee put forth a worthwhile
event and he thanked all involved for their professionalism.
18.
ADJOURNMENT
There being no further business to come before the City Council,
it was moved by Alderman Tikalsky and seconded by Alderman Hagen
to adjourn.
