A WORK SESSION WAS CALLED TO ORDER AT 7:00 P.M. BY MAYOR WEAVER FOR THE PURPOSE OF REVIEWING ITEMS ON THE APRIL 16, 2007 AGENDA WITH THE CITY COUNCIL. THE SESSION ADJOURNED AT 7:03 P.M.

of the City Council of the

CITY OF DARIEN

APRIL 16, 2007

1. CALL TO ORDER

The regular meeting of the City Council of the City of Darien was called to order at 7:30 P.M. by Mayor Weaver.

2. PLEDGE OF ALLEGIANCE

Mayor Weaver led the Council and audience in the Pledge of Allegiance.

After the Pledge, Mayor Weaver asked for a moment of silence for the innocent people who lost their lives in the incident at Virginia Tech.

3. ROLL CALL — The Roll Call of Aldermen by Clerk Coleman was as follows:

4. DECLARATION OF A QUORUM — There being seven Aldermen present, Mayor Weaver declared a quorum. 5. APPROVAL OF MINUTES – April 2, 2007

It was moved by Alderman Gattuso and seconded by Alderman Poteraske to approve the Minutes of the April 2, 2007 meeting, as presented.

6. RECEIVING OF COMMUNICATIONS

Mayor Weaver received email from Ted Schauer, President of the Farmingdale South Homeowners Association, in regard to traffic concerns. He asked for consideration of a stop light/traffic control at Bailey & Plainfield Road, and stop signage within the subdivision. She asked that the Administrative/Finance Committee review the request.

7. MAYOR’S REPORT

A. CONSIDERATION OF A MOTION TO APPROVE REAPPOINTMENT OF MARK PICCOLI TO THE FIRE AND POLICE COMMISSION

It was moved by Alderman Biehl and seconded by Alderman McIvor to advise and consent to the reappointment of Mark Piccoli to the Fire and Police Commission.

Absent: None

Clerk Coleman administered the Oath of Office to Mark Piccoli. He received congratulations from Council and applause from the audience.

Mayor Weaver…

… read portions of the Speer Financial report that referenced Moody’s rating of the City, which was ‘Aa3’.

… spoke about ComEd outages; she indicated that prior to filing the lawsuit, the City had 2.1 outages/residence and now the City was down to under one outage per residence. She noted that ComEd had a long way to go with underground improvements.

… asked John Manos, owner of Brookhaven Plaza, to present the proposed façade renovation improvements. Mr. Manos provided history about the Plaza; he spoke about the proposed remodeling, which should take approximately two years to complete.

8. CITY CLERK’S REPORT

Clerk Coleman…

… announced that the Planning and Zoning Commission meeting scheduled for April 18th had been cancelled.

… invited everyone to have Coffee with Mayor Weaver on Saturday, April 21st, from 9:00 until 10:00 A.M. at City Hall in the Council Chambers.

… encouraged residents to vote in the Consolidated election on Tuesday, April 17th; she indicated that polls would be open from 6:00 A.M. until 7:00 P.M.; she commented that election results could be viewed at: http://cms.dupageelections.com.

… reminded Council, Members of Boards, Commissions and Committees, and Department Heads that ‘Ethic Statement’ and ‘Statement of Economic Interest’ forms were due on or before May 1st.

9. CITY ADMINISTRATOR’S REPORT

Administrator Vana…

… stated that ComEd provided their 2006 Report to the City. He noted that there have been reductions in ComEd outages; some underground cables have been replaced but restoration needs to be completed.

… commented that the City’s web site would have a new Home Page that should be up and running later in the week. He said that it would eventually include an email ‘Direct Connect’ and Video Streaming of Council meetings.

10. DEPARTMENT HEAD REPORT

Police Department Chief Robert Pavelchik…

… encouraged parents to keep watch over their children in order to avoid disastrous situations; trust your children but verify the information provided to you.

… informed residents that it was illegal to allow underage drinking within their home.

… commented that neighbors needed to bond together and be involved for a common interest: safety and security, which could create a ‘neighborhood watch’ or ‘vacation watch’ program.

Mayor Weaver inquired about a website for the DuPage County Bike Path; Director Gombac said there was a link on the DuPage County web site. Administrator Vana said that he would verify if there was a link on the City’s website connecting to the County.

11. TREASURER'S REPORT

A. WARRANT NUMBER 06-07-22

It was moved by Alderman Gattuso and seconded by Alderman Poteraske to approve payment of Warrant Number 06-07-22 in the amount of $56,733.75 from the General Fund; $91,057.49 from the Water Fund; $5,357.95 from the Motor Fuel Tax Fund; $172,478.67 from the Water Depreciation Fund; $5,305.56 from the Darien Area Dispatch Center; $300.00 from the Joint Use Facility Fund; $107,305.94 from the General Fund Payroll for the period ending 04/12/07; $22,561.74 from the Water Fund Payroll for the period ending 04/12/07; $21,599.94 from the D.A.D.C. Fund Payroll for the period ending 04/12/07; for a total to be approved of $482,701.04.

B. TREASURER’S MONTHLY REPORT – MARCH 2007

Treasurer Monaghan reviewed all sources of revenue and expenditures for the month of March 2007 with the following year-to-date fund balances: General Fund $3,468,908; Water Fund $810,207; Motor Fuel Tax Fund $235,374; Water Depreciation Fund $3,751,652; Capital Improvement Fund $42,097.

12. STANDING COMMITTEE REPORTS

Administrative/Finance Committee — No Report.

Planning/Development Committee — Chairman Poteraske announced that the Committee tentatively had a meeting scheduled for Monday, April 23rd, at 6:30 P.M.

Public Works Water/Streets Committee — Chairman Biehl announced that the Committee would meet on April 25th at 6:30 P.M.

13. QUESTIONS AND COMMENTS — AGENDA RELATED

Nancy Campagnolo, President of the Darien Park District Board, 8916 Tara Hill Road, thanked the City for expediting the process that allowed the District to continue with their acquisition of Fairview School. She commented about the strengthened working relationship between the District and City, particularly the alleviation of soil erosion to Birchwood Park.

14. OLD BUSINESS

There was no Old Business to come before the City Council.

15. CONSENT AGENDA

Mayor Weaver indicated that New Business Items B and C had been moved to the Consent Agenda as Items A and B, respectively.

It was moved by Alderman Marchese and seconded by Alderman Gattuso to approve by Omnibus Vote the following items on the Consent Agenda:

A. ORDINANCE NO. O-20-07 AN ORDINANCE GRANTING A MINOR AMENDMENT TO AN APPROVED PLANNED UNIT DEVELOPMENT (BROOKHAVEN PLAZA PUD: FAÇADE RENOVATION)

B. CONSIDERATION OF A MOTION TO GRANT A WAIVER OF THE RAFFLE LICENSE BOND REQUIREMENT FOR CASS 63 FOUNDATION FOR EDUCATIONAL EXCELLENCE

It was moved by Alderman Poteraske and seconded by Alderman Biehl to approve

ORDINANCE NO. O-19-07 AN ORDINANCE APPROVING A SPECIAL USE TO THE DARIEN ZONING ORDINANCE (PZC 2007-08: 7301 FAIRVIEW AVENUE, DARIEN PARK DISTRICT [FAIRVIEW SCHOOL]) as presented.

17. QUESTIONS, COMMENTS AND ANNOUNCEMENTS — GENERAL

Julie & Gerard Leganski, 7929 Farmingdale Drive; they spoke about their home being attacked and brutally vandalized on April 14th. He indicated that other residents stated that their property had been attacked (mailboxes & lawns damaged, rocks thrown through windows, burglary, etc.). He encouraged residents to report all types of damage regardless to the amount; he asked the Aldermen to walk the neighborhoods and talk with residents. He suggested more streetlights, officers and installation of cameras to make Darien safer and prevent crime. Mr. Leganski offered a reward of $500 to anyone who had information that could lead to the arrest and conviction of the individual(s) who attacked his home.

Richard Klifton, 8030 Farmingdale Drive, commented that he also had damage done to his property. He questioned the process about how the incidents would be handled; Mayor Weaver indicated that the incidents were under investigation by the Police Department. Chief Pavelchik said that an officer could not be stationed on each and every block but if residents called and reported incidents to 911, the Police would respond. The Chief asked residents to report any information they may have in order to take a pro-active stance; he suggested that neighbors organize ‘watch’ groups.

Bob Erickson, 7737 Brunswick, supported the ‘neighborhood watch’ program; he said that the neighbors on Brunswick Road were supportive of each other.

Alderman Biehl wished everyone, who was running for an elected position, ‘good luck’.

18. ADJOURNMENT

There being no further business to come before the City Council, it was moved by Alderman Biehl and seconded by Alderman McIvor to adjourn.
